Burgettstown, Pennsylvania, located on a Pennsylvania Railroad line connecting Weirton Junction, West Virginia with the Pennsy mainline at North McKees Rocks, Pennsylvania, was the origin of a network of (now abandoned) branch lines to the south serving mines and a number of oil wells. One of the towns on this network was Slovan, Pennsylvania, where these Ohio River Steel light switchers were apparently dumped along Burgetts Fork and Pennsylvania Route 18.
