The Pennsylvania Railroad took no chances with permitting other railroads to access the Ohio River in the East Liverpool, Ohio area. At one time it had lines running along both sides of the Ohio River valley from north of Weirton to its junction with the Beaver River at Rochester, Pennsylvania.

The line along the east side of the valley never received the kind of attention or traffic that the other line via East Liverpool carried, as witness the condition of the track here at Newell, West Virginia (just opposite East Liverpool). Much of this line was abandoned in the Conrail era, with Newell being the east end of the remaining trackage. This view looks east, with the Ohio River out of sight at left, and was probably taken somewhere from a side road off West Virginia Route 66.
